12th Sitting of the Agriculture, Forestry and Water Management Committee
At the sitting held on 15 March 2017, the Agriculture, Forestry and Water Management Committee deliberated on the farmers’ unpaid pension, disability and healthcare insurance, excise tax for agricultural production-related fuel and electric meter fees in agricultural households, veterinary issues and anti-hail protection.
Assistant President of the Municipality Vladimir Milosevic said that opening a fruit and vegetable processing plan or meat industry would be greatly significant for Vladimirci.
Speaking of the unpaid pension, disability and healthcare insurance fees, Velimir Stanojevic, State Secretary at the Ministry of Agriculture and Environmental Protection, said that the existing law ought to be amended to write-off the interest and part of the bulk payments for pension, disability and healthcare insurance which would make it possible to ascertain mandatory fees proportional to the economic power of the small and medium-sized agricultural households.
Discussing the excise tax for agricultural production-related fuel and electric meter fees in agricultural households, it was stressed that farmers should be allowed excise tax returns for fuel, since, as big fuel users, their diesel refunds were eliminated. State Secretary Stanojevic also announced the adoption of a decision on the introduction of subsidies for farmers according to type of production and based on pay cards. The attending suggested that disused agricultural households and those which are not used for residence, not pay the public media service fee.
Budimir Plavsic of the Veterinary Directorate spoke about veterinary issues such as the improved animal health care and cooperation with the Ministry of Agriculture and Environmental Protection on animal food safety, regular vaccination, uniform spread of veterinary stations and reconstruction of the existing ones.
Speaking of anti-hail protection, the Ministry of Agriculture and Environmental Protection stated it would set up a working group for the improvement of the anti-hail system and realize a pilot project with Trayal Krusevac for the production of 30 launchers.
Following the discussion on all items on the agenda, the Committee adopted a number of conclusions.
The Committee held the sitting outside of the National Assembly seat, in Vladimirci, with the support of the United Nations Development Programme (UNDP) and the Swiss Agency for Development and Cooperation (SDC), via project Strengthening the Oversight Role and Transparency of the National Assembly of the Republic of Serbia.
The sitting was chaired by Committee Chairman Marijan Risticevic, and attended by the following Committee members and deputy members: Zvonimir Djokic, Veroljub Matic, Tijana Davidovac, Zarko Bogatinovic, Milija Miletic, Marko Gavrilovic, Radovan Jancic, Dragan Jovanovic, Zoltan Pek, Marjana Maras, Dr Ljubinko Rakonjac, Miroslav Aleksic, MA Marko Milenkovic and Prof. Dr Miladin Sevarlic.
