20th Sitting of the Defence and Internal Affairs Committee

At the sitting held on 30 October, the Defence and Internal Affairs Committee reviewed the Bill amending and modifying the Law on Prevention of Violence and Misbehaviour at Sports Events, Bill amending and modifying the Law on Detective Activity, Bill amending and modifying the Law on Police, Bill amending and modifying the Law on Road Traffic Safety and the Bill amending the Law on Fire Protection, as well as the Bill on Disaster Risk Reduction and Emergency Management, Bill on Critical Infrastructure, Bill on Volunteer Firefighting, Bill on Testing, Stamping and Marking Firearms, Devices and Ammunition and the Bill amending and modifying the Law on Private Security, submitted by the Government.

The bills were presented by Milica Catic, secretary at the Ministry of Interior, and Predrag Maric, Head of the Ministry of Interior Emergency Management Sector.

Speaking of the Bill amending and modifying the Law on Road Traffic Safety, Catic said that some of the most significant changes concern steeper speeding fines and the fact that owners of vehicles older than 15 years are no longer obliged to run MOT tests every six months. The new law also postpones the first MOT test for new vehicles first registered in the Republic of Serbia up to a maximum of two years from the date of registry.

The Secretary of the Ministry of Interior said that the Bill amending and modifying the Law on Prevention of Violence and Misbehaviour at Sports Events expands the term of violence, especially as regards pyrotechnics and masking to conceal the identity of a person involved in a criminal activity.

The Bill amending and modifying the Law on Police enables the establishment of adequate grounds to implement a new system of salaries in the Ministry which is to be further regulated by a Governmental document. It introduces salary coefficients and divides the staff onto to civil servants, employees and police officers.

Catic said that the Bill on Testing, Stamping and Marking Firearms, Devices and Ammunition will contribute to the security of identification and storage of firearms.

Speaking of the bills concerning the prevention of natural disasters, the Head of the Ministry of Interior Emergency Management Sector Predrag Maric said that the rising natural disaster threats make it imperative to improve the existing legislation. Critical infrastructure is especially important as it is not regulated by any existing law in the Republic of Serbia.

The Committee members adopted all the bills.

The sitting was chaired by Committee Chairperson Marija Obradovic, and was attended by the following Committee members and deputy members: Momcilo Mandic, Sandra Bozic, Borisav Kovacevic, Stefana Miladinovic, Krsto Janjusevic, Dubravka Filipovski, Jasmina Obradovic and Aleksandar Markovic.
