26th Sitting of the European Integration Committee

At the sitting held on 24 November 2025, the members of the European Integration Committee considered the basis for the conclusion of the Agreement between the Republic of Serbia, represented by the Government of the Republic of Serbia, and the European Union, represented by the European Commission, on the Republic of Serbia joining the EU4HEALTH Programme, submitted by the Government and presented to the attending by State Secretary at the Ministry of Health Prof. Dr Ivana Stasevic Karlicic.

The State Secretary stressed that the programme has four general objectives - the improvement and preservation of health, the protection of people, access to medical products, medical devices and products relevant to crisis, and the strengthening of health systems, and the relevant Ministry has recognised the values of this programme and expressed its readiness for its implementation. After the presentation, the Committee adopted the basis for the conclusion of the Agreement.

In the continuation, the Committee considered and adopted, in principle, the Bill amending and modifying the Value Added Tax Law, submitted by the Government, Bill amending and modifying the Law on Alternative Investment Funds, submitted by the Government, Bill amending and modifying the Law on Fees for the Use of Public Goods, submitted by the Government, and the Bill amending the Excise Tax Law, submitted by the Government, and presented to the Committee by representatives of the Ministry of Finance.

Representatives of the Ministry of Agriculture, Forestry and Water Management presented the Bill on Official Controls, submitted by the Government, and the Bill on Organic Production, submitted by the Government, which the Committee proceeded to adopt.

The Committee also considered the Bill on Official Statistics, submitted by the Government, and presented by the acting director of the Republic Statistical Office of Serbia Branko Josipovic. Following a discussion, the Committee decided to propose that the National Assembly accept the Bill.

The Bill on Waste Management, submitted by the Government, was presented by a representative of the Ministry of Environmental Protection who said that the objectives and effects of the Bill are the qualitative improvement of the waste management system in the Republic of Serbia and its harmonisation with European and international regulations. The Committee accepted the Bill Law, in principle.

The Bill amending the Law on Science and Research, submitted by the Government, was presented by representative of the Ministry pf Science, Technological Development and Innovations. Following a discussion the Committee decided to adopt the Bill in principle.

The Committee went on to consider the Bill on Crude Oil, submitted by the Government, Bill on Natural Gas, submitted by the Government, and the Bill on Mandatory Reserves of Crude Oil, Oil Derivatives and Natural Gas, submitted by the Government, presented by the Ministry of Mining and Energy.

The sitting was chaired by Committee Chairperson Elvira Kovacs, and attended by the following Committee members and deputy members: Milan Radin, Stanislava Janosevic, Nikola Lazic, Ana Miljanic, Dr Ivan Rajicic, Branislav Josifovic, Sanja Dzajic, Dunja Simonovic Bratic and Zagorka Aleksic.
