Constitutional and Legislative Issues Committee Delegation Takes Part in Conference on Democracy in Europe

A delegation of the Committee on Constitutional and Legislative Issues comprising Committee Chairperson Jelena Zaric Kovacevic and Committee member Dr Ugljesa Mrdic took part in the parliamentary conference dedicated to democratic dialogue and the importance of safeguarding the independence of the courts and public trust in social institutions.


The conference was held in Stockholm, Kingdom of Sweden, 18–19 June 2023, as part of the parliamentary dimension of the Swedish Presidency of the Council of the European Union during the first half of the year.

The invited speakers and panellists included representatives from the European Parliament, European Commission, the judiciary and the Venice Commission. The conference was attended by representatives of the national parliaments of EU Member States, EEA countries and EU candidate countries.

Andreas Norlén, Speaker of the Swedish Parliament, and Michal Simecka, Vice-President of the European Parliament, spoke at the opening of the conference.

The conference was chaired by Ida Karkiainen, Chair of the Swedish Parliament’s Committee on the Constitution, and Erik Ottoson, Deputy Chair of the Swedish Parliament’s Committee on the Constitution. The general theme for the conference was how the parliamentarians can contribute to safeguarding and strengthening democracy. The first part of the conference focused on democratic dialogue, with the second dealing mainly with the significance of safeguarding independence of the courts and public trust in society's institutions.

The Chairperson of the Committee on Constitutional and Legislative Issues Jelena Zaric Kovacevic took part in the discussion, speaking of the activities of the National Assembly’s Committee on Constitutional and Legislative Issues in the Serbian constitutional amendment process as an example of democratic dialogue in the sphere of the judiciary. The Committee had organised 11 public hearings attended by representatives of the profession and interested public. She also informed the participants of the conference about the activities conducted in the National Assembly to create the conditions conducive to uninterrupted democratic dialogue within the parliament as well as with representatives of the civil society and the citizens.
