Elvira Kovacs at Green Chair Annual Meeting

National Assembly Deputy Speaker Elvira Kovacs took part in the panel: Citizens’ participation in decision-making, at the annual meeting of the members of the "Green Chair" network of civil society organisations.

Kovacs pointed out that the current National Assembly legislature is the fifth which ensures the participation of the network of non-governmental organisations in the work of the Environmental Protection Committee for through the "Green Chair" mechanism. This gives 66 civil society organizations the chance to represent local interests and environmental protection needs of all parts of Serbia and implement sustainable development policies through legislative and budget policy together with the political decision makers, said Kovacs. She added that, in addition to the Green Chair mechanism, in order to ensure citizens' participation in its work, the Environmental Protection Committee also practices holding Committee sittings outside the National Assembly seat, as well as having public hearings.

Kovacs opined that the participation of representatives of the civil sector in the work of the Committee contributes to keeping the MPs better informed who use some of the proposals presented at Committee meetings as a basis for submitting amendments or as additional arguments for already submitted amendments.

Committee sittings outside of the National Assembly seat, as a kind of supervisory visit, enabled the MPs to familiarise themselves with the problems in the application of regulations in practice and to observe environmental problems live. This helps strengthen parliamentary supervision, that is, it contributes to the realisation of the parliament’s control function, concluded Elvira Kovacs.
