Seventh Sitting of the Health and Family Committee

At the sitting held on 20 October 2023, the members of the Health and Family Committee Considered the Bill amending and modifying the Health Insurance Law and the Bill on Healthcare Documentation and Medical Records, submitted by the Government, in principle.

Assistant Minister Sladjana Djukic presented the Bill amending and modifying the Health Insurance Law on behalf of the Ministry, stating that the changes concern a reduction in the number of days the chosen doctor can determine temporary incapacity for work to 30 days, instead of the previous 60, after which temporary incapacity is determined by the first instance medical commission of the Republic Health Insurance Fund. Also, the possibility is left that the chosen doctor can determine incapacity for work for up to 60 days, but only in prescribed cases, namely: for insured persons suffering from malignant conditions, insured persons who are temporarily prevented from working due to illness or complications related to pregnancy maintenance, insured persons with disabilities, insured persons who have undergone immediate surgical intervention, except in the case when the intervention was performed in a day hospital, given that these are health conditions for which longer treatment is usually required and it is justified that the chosen doctor can determine temporary incapacity for work of up to 60 days for them. The amendments to the law need to achieve three goals: ensure a more rational and efficient regulation of determining incapacity for work for insured persons, which contributes to a more economical use of mandatory health insurance funds, then reduce delays in the payment of salary compensation and, finally, enable the unhindered exercise, first of all, of the right to healthcare of persons who have established veteran status.

Regarding the Bill on Healthcare Documentation and Medical Records, Djukic said that healthcare documentation and medical records needed to be managed better, that is, to be more effectively aligned with the electronic form. The Bill proposes the organisation and development of an Integrated Health Information System (RIZIS), in order to ensure a unified system of keeping healthcare documentation and medical records.

Following a comprehensive debate, the Committee members proposed, by majority vote, that the National Assembly accept both bills.

The sitting was chaired by Committee Chairman Prim. Doc. Dr Darko Laketic and attended by the following Committee members and deputy members: MA Svetlana Milijic, Prof. Dr Vladimir Djukic, Marija Vojinovic, Djordjo Djordjic, Sanda Raskovic Ivic, Zagorka Aleksic, Prof. Dr Zoran Radojicic, Dejana Vasic, Zoran Zecevic, Marija Todorovic, Dr Marko Bogdanovic, Prim. Dr Nada Macura and Biljana Ilic-Stosic , as well as MP Radmila Vasic, who is not member of the Committee.
