At the sitting held on 22 December, the Education Committee established the Collective candidate list for the election of members of the National Council for Higher Education. The sitting was chaired by Committee Chairman Dr Zoran Sami who said that 11 members were elected from the candidate list submitted by the Conference of the Universities of Serbia, two members from the list of the Conference of Academies of Professional Studies, six members from the list of the Government of the Republic of Serbia and one member from the list submitted by the Government of AP Vojvodina.

The Education Committee unanimously formulated the Proposal of the candidate list for the National Council for Higher Education and proposed that the National Assembly Speaker include it into the agenda under urgent procedure.

The Committee also considered the Bill on the 2011 Budget of the Republic of Serbia, Section 63, relating to the Ministry of Education, in principle. Elaborating the document, Minister of Education Zarko Obradovic said that 114 billion 147 million RSD i.e. 14% of the budget has been allocated for the Ministry in the coming year. About one half of the funds are intended for the financing of primary education, 23.53% for secondary and about 23% for higher education. Minister Obradovic also said that the Ministry had requested more funds to finance the sphere and that the envisaged funds were not sufficient to improve education and upbringing.

The Committee members also pointed out that according to the 2011 Budget Bill education has really received fewer funds than before and that the existing financing system should be amended, particularly in the spheres of secondary and higher education.

At the sitting, the Education Committee concluded that the decision proposals on the dismissal of Jadranka Dimov and Slobodan Pavlovic from the National Education Council should be included in the agenda for the Eighth Sitting of the Second Regular Session of the National Assembly, under urgent procedure.
