At the sitting held on 25 September 2024, the members of the Committee on Constitutional and Legislative Issues considered, in detail, the Bill amending and modifying the Republic of Serbia 2024 Budget Law, with its accompanying Proposal of the Decision to grant consent to the Decision amending and modifying the Republic Pension and Disability Insurance Fund 2024 Financial Plan, Proposal of the Decision to grant consent to the Decision amending the Republic Health Insurance Fund 2024 Financial Plan, Proposal of the Decision to grant consent to the Decision amending and modifying the Fund for Social Insurance of Military Insured 2024 Financial Plan and the Proposal of the Decision to grant consent to the Decision amending the National Employment Service 2024 Financial Plan, Bill amending and modifying the Law on Financial Support to Families with Children and the Bill on the Confirmation of the Smart Metering Serbia Guarantee Agreement between the Republic of Serbia and the European Investment Bank.
The MPs had submitted 118 amendments to the Bill amending and modifying the Republic of Serbia 2024 Budget Law, with its accompanying Proposal of the Decision to grant consent to the Decision amending and modifying the Republic Pension and Disability Insurance Fund 2024 Financial Plan, Proposal of the Decision to grant consent to the Decision amending the Republic Health Insurance Fund 2024 Financial Plan, Proposal of the Decision to grant consent to the Decision amending and modifying the Fund for Social Insurance of Military Insured 2024 Financial Plan and the Proposal of the Decision to grant consent to the Decision amending the National Employment Service 2024 Financial Plan. The Committee members found two amendments submitted to Article 1 not to be compliant with the Constitution and legal system of the Republic of Serbia, that is articles 28 and 44 of the Budget System Law, then 18 amendments submitted to Article 1 were found not to be compliant with Article 28 of the Budget System Law, as well as one amendment submitted to Article 4 and 18 amendments submitted to Article 5 of the Bill. The Committee found all the other amendments to be compliant with the Constitution and legal system of the Republic of Serbia.
The Committee rejected as incomplete the amendments submitted by MP Jelena Pavlovic to articles 8 and 16 of the Bill amending and modifying the Law on Financial Support to Families with Children, while the remaining 24 were found to be compliant with the Constitution and legal system of the Republic of Serbia.
The Committee members found the one amendment submitted to the Bill on the Confirmation of the Smart Metering Serbia Guarantee Agreement between the Republic of Serbia and the European Investment Bank to be compliant with the Constitution and legal system of the Republic of Serbia.
