Eighth Sitting of the Committee on Constitutional and Legislative Issues
At the sitting held on 24 July 2024, the members of the Committee on Constitutional and Legislative Issues considered in detail a number of bills on the agenda of the First Extraordinary Session of the National Assembly of the Republic of Serbia, 14th Legislature.
The MPs had submitted 27 amendments to the Bill amending and modifying the Law on Temporary Regulation of Payment of Fees for the Public Service Media, of which the Committee found all except four amendments submitted to Article 3 to be compliant with the Constitution and legal system of the Republic of Serbia.
Of the 29 amendments submitted to the Bill amending and modifying the Law on Special Conditions for the Realisation of the Housing Construction Project for Members of the Security Forces, the Committee found one not to be compliant with the Constitution and legal system of the Republic of Serbia.
The Committee found the 20 amendments submitted to the Bill amending and modifying the Law on Payment Services, the Committee found one not to be compliant with the Constitution and legal system of the Republic of Serbia to be compliant with the Constitution and legal system of the Republic of Serbia.
Of the 15 amendments submitted to the Bill on the indebtedness of the Republic of Serbia with Postal Savings Bank, joint-stock company, Belgrade for the financing of Project Construction of Urban Infrastructure and National Stadium with Access Roads, the Committee found all except two amendments submitted to Article 3 to be compliant with the Constitution and legal system of the Republic of Serbia.
Of the nine amendments submitted to the Bill on indebtedness of the Republic of Serbia with UniCredit Bank Srbija ad Belgrade for the financing of the Ruma-Sabac-Loznica Project, the Committee found one amendment submitted to Article 3 not to be compliant with the Constitution and legal system of the Republic of Serbia.
Of the nine amendments submitted to the Bill on the indebtedness of the Republic of Serbia with Banca Intesa AD Belgrade for the financing of the Ruma-Sabac-Loznica Project, the Committee found one amendment submitted to Article 3 not to be compliant with the Constitution and legal system of the Republic of Serbia.
Of the nine amendments submitted to the Bill on the indebtedness of the Republic of Serbia with OTP Bank Srbija ad Novi Sad for the financing of Project Construction of Ring Road around Kragujevac, the Committee found one amendment submitted to Article 3 not to be compliant with the Constitution and legal system of the Republic of Serbia.
Of the two amendments submitted to the Bill on the Confirmation of the Guarantee (Electric Distribution Network Management Project in the republic of Serbia) between the Republic of Serbia represented by the Government of the Republic of Serbia acting by and through the Ministry of Finance as Guarantor and Deutsche Bank AG, Paris Branch as the Original Lender and Deutsche Bank AG, Paris Branch as the Agent and Deutsche Bank AG, Paris Branch as the Mandated Lead Arranger relating to the Facility Agreement in the amount of up to EUR 97,151,728.00 supported by BPIAE, the Committee found the amendment submitted to Article 3 not to be compliant with the Constitution and legal system of the Republic of Serbia.
Of the two amendments submitted to the Bill on the Confirmation of Addendum No. 1 to the Loan Agreement Signed between Abu Dhabi Fund for Development and the Government of the Republic of Serbia to Finance Support the General Budget of the Republic of Serbia, the Committee found the amendment submitted to Article 3 not to be compliant with the Constitution and legal system of the Republic of Serbia.
Of the two amendments submitted to the Bill on the Confirmation of the Term Facility Agreement in the amount of EUR 183,941,730.60 between the Republic of Serbia, represented by the Government of the Republic of Serbia, acting by and through the Ministry of Finance, as Borrower, arranged by the BANK OF CHINA SERBIA A.D. BELGRADE as Mandated Lead Arranger with BANK OF CHINA LIMITED, LUXEMBOURG BRANCH as Agent and BANK OF CHINA LIMITED, LUXEMBOURG BRANCH as Original Lender, the Committee found the amendment submitted to Article 3 not to be compliant with the Constitution and legal system of the Republic of Serbia.
The sitting was chaired by Committee Chairperson Milica Nikolic, and attended by the following Committee members and deputy members: Marko Milosevic, Risto Kostov, Uros Djokic, Dragan Nikolic, Slobodan Petrovic, Olja Petrovic, Nikola Bokan, Vesna Nedovic, Milos Gnjidic and Jasmina Palurovic.
