European Integration Committee Takes Part in 19th COSAP

A delegation of the European Integration Committee took part in the 19th meeting of the Conference of the European Integration/Affairs Committees of States Participating in the Stabilisation and Association Process of the South-East Europe (COSAP), held on 13 May 2024, in Podgorica, Montenegro.


The delegation of the European Integration Committee included Committee Chairperson Elvira Kovacs, and Committee members Dubravka Filipovski and Dr Ana Jakovljevic.

The COSAP meeting was attended by delegations of the European integration committees of the parliaments of COSAP member states, as well as other parliamentary delegations as observers and special guests.

In the opening part of the meeting, the attending were addressed by Boris Pejovic, Vice-President of the Parliament of Montenegro, H.E. Oana Cristina Popa, EU Ambassador to Montenegro, Maida Gorcevic, Montenegrin Minister of European Affairs and Amer Kapetanovic, Regional Cooperation Council Secretary General.

Session 1, "New EU perspective: geopolitical influence on the enlargement policy" was opened by Gordana Djurovic, professor of the Faculty of Economics of the University of Montenegro, and Predrag Zenovic, Montenegro's Chief Negotiator with the European Union.

After the introductory presentations, the parliamentary delegations of the COSAP member states, as well as other parliamentary delegations present, had their turn to speak. European Integration Committee Chairperson Elvira Kovacs pointed out that a successful COSAP is vital for successful regional cooperation. She pointed out that the European integration process has changed significantly since the Thessaloniki summit and that the fatigue that has existed in the European Union for a long time should not be ignored when it comes to the EU enlargement process. She reminded that Serbia has been in accession negotiations for ten years and is ready to open Cluster 3, which the European Commission has said for the third time in its reports on Serbia. She noted that, unfortunately, the war in Ukraine drew away the EU’s attention from the importance of the enlargement policy, which is mainly related to the preservation of peace and stability.

The key speakers in session 2 "Regional cooperation and connectivity" were Peter Felten, German Ambassador to Montenegro, and Demus Sasa, representative of the Institute for European Policies.

At the session, Elvira Kovacs said that it is necessary to work on strengthening regional cooperation. Along with presenting the advantages of the Open Balkans, she pointed out that economic cooperation and improvement of standards is what the citizens expect. "Strengthening cooperation means strengthening our individual economies and improving the living standards of the citizens. The economic integration of the Western Balkans is the focus of regional cooperation," she said. In particular, she stressed that, after ten years of existence, the Berlin Process still does not have a Parliamentary Dimension, although the leaders of the Western Balkans at the Summit in Poznan in 2019 stated in their conclusions that they consider it important to include people and their representatives in the dialogue of the Berlin Process.

She thanked the Regional Cooperation Council for the support it provides to the members of COSAP, which will be supported by the National Assembly of the Republic of Serbia, which is the next chairperson of this Conference, as well as the German Agency for International Development Cooperation, GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit), which, on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), supports regional activities within the Network of Secretariats of Parliamentary Committees on European Integration.

After the sessions, the COSAP members started the discussion on the adoption of the Draft Joint Statement of the 19th COSAP meeting. Since the delegations of Albania and so-called Kosovo, which participates as an observer, abused the COSAP Rules of Procedure on several occasions, Dubravka Filipovski, member of the European Integration Committee, intervened and pointed out that the constructiveness of the Serbian delegation was abused and that the attempt to change the draft joint statement will not be accepted by Serbia. "Kosovo-Metohija is a southern Serbian province. The membership of the Western Balkans in the EU is not in doubt, but the proposal of a member of the Albanian delegation is unacceptable because the so-called Kosovo cannot be a member of COSAP as part of the territory of Serbia. You are not taking a neutral status approach, Serbia will not allow the so-called Kosovo to be a member either of the Council of Europe or COSAP. Belgrade and Pristina should continue talks on the normalisation of relations, as provided for in Chapter 35," explained Dubravka Filipovski.

The joint statement was not accepted due to the insistence of the Albanian delegation on the amendment regarding the expansion of COSAP to new members, without prior compliance with procedural actions.
