Seventh Sitting of the Committee on Constitutional and Legislative Issues
At the sitting held on 22 July 2024, the members of the Committee on Constitutional and Legislative Issues considered the following bills in principle:
- Bill amending and modifying the Law on Temporary Regulation of Payment of Fees for the Public Service Media, submitted by the Government;
- Bill amending and modifying the Law on Special Conditions for the Realisation of the Housing Construction Project for Members of the Security Forces, submitted by the Government;
- Bill amending and modifying the Law on Payment Services, submitted by the National Bank of Serbia;
- Bill on the indebtedness of the Republic of Serbia with Postal Savings Bank, joint-stock company, Belgrade for the financing of Project Construction of Urban Infrastructure and National Stadium with Access Roads, submitted by the Government;
- Bill on indebtedness of the Republic of Serbia with UniCredit Bank Srbija ad Belgrade for the financing of the Ruma-Sabac-Loznica Project, submitted by the Government;
- Bill on the indebtedness of the Republic of Serbia with Banca Intesa AD Belgrade for the financing of the Ruma-Sabac-Loznica Project, submitted by the Government;
- Bill on the indebtedness of the Republic of Serbia with OTP Bank Srbija ad Novi Sad for the financing of Project Construction of Ring Road around Kragujevac, submitted by the Government;
- Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Federal Republic of Germany on German School Belgrade, submitted by the Government;
- Bill on the Confirmation of the Defence Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Democratic Republic of Sao Tome and Principe, submitted by the Government;
- Bill on the Confirmation of the Defence Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Gabon, submitted by the Government;
- Bill on the Confirmation of the Protocol for Improving the Agreement on Economic and Technical Cooperation in the field of Infrastructure between the Government of the Republic of Serbia and the Government of the People’s Republic of China, submitted by the Government;
- Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Cuba on Visa Abolition for Diplomatic, Official and Service Passport Holders, submitted by the Government;
- Bill on the Confirmation of the Loan Agreement with Financial Protocol signed on 21 September 2023 between the Government of the Republic of Serbia and the Government of the Republic of France, between the Republic of Serbia represented by the Government of the Republic of Serbia acting by and through the Ministry of Finance as Borrower and BPIFRANCE ASSURANCE EXPORT acting on the behalf and for the Government of the Republic of France, submitted by the Government;
- Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Kazakhstan on Military Technical Cooperation, submitted by the Government;
- Bill on the Confirmation of the Guarantee (Electric Distribution Network Management Project in the republic of Serbia) between the Republic of Serbia represented by the Government of the Republic of Serbia acting by and through the Ministry of Finance as Guarantor and Deutsche Bank AG, Paris Branch as the Original Lender and Deutsche Bank AG, Paris Branch as the Agent and Deutsche Bank AG, Paris Branch as the Mandated Lead Arranger relating to the Facility Agreement in the amount of up to EUR 97,151,728.00 supported by BPIAE, submitted by the Government;
- Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Hungary on Improved Strategic Cooperation in the Field of Defence, submitted by the Government;
- Bill on the Confirmation of Addendum No. 1 to the Loan Agreement Signed between Abu Dhabi Fund for Development and the Government of the Republic of Serbia to Finance Support the General Budget of the Republic of Serbia, submitted by the Government;
- Bill on the Confirmation of Addendum No. 1 to the Loan Agreement by and between the Government of the Emirate of the United Arab Emirates Abu Dhabi Fund for Development (the Lender) and the Government of the Republic of Serbia (the Borrower) in relation to a loan facility of USD 1,000,000,000, submitted by the Government;
- Bill on the Confirmation of the Amendments to articles 1 and 12.1 of the Agreement Establishing the European Bank for Reconstruction and Development, submitted by the Government;
- Bill on the Confirmation of the Agreement between the European Union and the Republic of Serbia on the participation of the Republic of Serbia in ‘Fiscalis’, the Union programme for cooperation in the field of taxation, submitted by the Government;
- Bill on the confirmation of the Agreement between the Republic of Serbia and the European Union on the participation of the Republic of Serbia in the European Union Programme "Citizens, Equality, Rights and Values", submitted by the Government;
- Bill on the Confirmation of the Guarantee Agreement (EPS Liquidity Loan) between the Republic of Serbia represented by the Government of the Republic of Serbia acting by and through the Ministry of Finance and Cassa Depositi e Prestiti S.P.A., submitted by the Government;
- Bill on the Confirmation of the Term Facility Agreement in the amount of EUR 183,941,730.60 between the Republic of Serbia, represented by the Government of the Republic of Serbia, acting by and through the Ministry of Finance, as Borrower, arranged by the BANK OF CHINA SERBIA A.D. BELGRADE as Mandated Lead Arranger with BANK OF CHINA LIMITED, LUXEMBOURG BRANCH as Agent and BANK OF CHINA LIMITED, LUXEMBOURG BRANCH as Original Lender, submitted by the Government;
- Bill on the Confirmation of the Loan Agreement between KfW, Frankfurt am Main and the Republic of Serbia represented by the Government of the Republic of Serbia acting by and through the Ministry of Finance for Programme "Development of the Biomass Market in the Republic of Serbia (second component)”, submitted by the Government;
- Bill on the Confirmation of the Loan Agreement between KfW, Frankfurt am Main and the Republic of Serbia represented by the Government of the Republic of Serbia acting by and through the Ministry of Finance for Project "Energy Efficiency in Public Buildings, Phase III", submitted by the Government;
- Bill on the Confirmation of the International Agreement between the European Union and the Republic of Serbia on Serbia's participation in the European Union's Digital Europe programme for the period 2021-2027, submitted by the Government;
- Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the People’s Republic of China on the Prevention of Theft, Secret Excavation and Illegal Import and Export of Cultural Goods, submitted by the Government;
- Bill on the Confirmation of the Agreement on Participation in the Central European Exchange Programme for University Studies (CEEPUS IV), submitted by the Government;
- Proposal of the Decision amending the Decision on the Organisation and Work of the National Assembly Support Service, submitted by the Committee on Administrative, Budgetary, Mandate and Immunity Issues of the National Assembly.
Pursuant to Article 76 of the National Assembly Rules of Procedure, the Committee completed a joint debate on all the items on the agenda.
The sitting was attended by representatives of the Ministry of Education, Ministry of Culture, Ministry of Construction, Transport and Infrastructure, Ministry of Foreign Affairs, Ministry of Human and Minority Rights and Social Dialogue and the Ministry of Finance.
The Committee members found all the bills on the agenda to be compliant with the Constitution and legal system of the Republic of Serbia.
The sitting was chaired by Committee Chairperson Milica Nikolic, and attended by the following Committee members and deputy members: Vesna Nedovic, Olja Petrovic, Dragan Nikolic, Snezana Jovanovic, Jasmina Palurovic, Milos Gnjidic, Marko Milosevic, Risto Kostov, Branko Pavlovic, Tatjana Pasic, Uros Djokic, Slobodan Petrovic and Goran Petkovic.
